Concealed Carry

IMPORTANT INFORMATION ABOUT CONCEALED CARRY IN MISSOURI

Effective January 1, 2017, Missouri's Constitutional Carry Law went into effect. This means that citizens who may lawfully possess firearms may carry a weapon concealed upon their person without a CCW permit. However, Constitutional Carry does not offer reciprocity with other States that recognize Missouri CCW Permits.

In order for you to legally carry a concealed firearm upon your person in these States, you will need to acquire a CCW Permit from the Sheriff's Office. As a prerequisite, you must attend a Firearm Safety Course from an approved entity or instructor.

Effective August 28, 2013, Concealed Carry Permits are issued by Missouri Sheriff Offices.  Applicants are no longer required to submit information to the State of Missouri Department of Revenue. A Concealed Carry Permit is good for five (5) years from the date of issue.

ELIGIBILITY: The applicant must be someone that -

        • Applicants must affirm the following:

       

      • I am currently a resident of the State of Missouri; I am a member of the armed forces of the United States of America stationed in the State of Missouri, or I am a spouse of a member of the armed forces of the United States of America stationed in the State of Missouri;
      • I am a citizen or permanent resident of the United States;
      • I am at least nineteen years of age, or I am at least eighteen years of age or older and a member of the United States Armed Forces or honorably discharged from the United States Armed Forces;
      • I have not pled guilty to or been convicted of a crime punishable by imprisonment for a term exceeding one year under the laws of any state or of the United States other than a crime classified as a misdemeanor under the laws of any state and punishable by a term of imprisonment of two years or less that does not involve an explosive weapon, firearm, firearm silencer or gas gun;
      • I have not been convicted of, pled guilty to, or entered a plea of nolo contendere to one or more misdemeanor offenses involving crimes of violence within five years immediately preceding application for a permit and I have not been convicted of two or more misdemeanor offenses involving driving while under the influence of intoxicating liquor or drugs or the possession or abuse of a controlled substance with-in five years immediately preceding application for a permit;
      • I am not a fugitive from justice or currently charged in an information or indictment with the commission of a crime punishable by imprisonment for a term exceeding one year under the laws of any state or of the United States other than a crime classified as a misdemeanor under the laws of any state and punishable by a term of imprisonment of two years or less that does not involve an explosive weapon, firearm, firearm silencer or gas gun;
      • I have not been discharged under dishonorable conditions from the United States Armed Forces;
      • I am not adjudged mentally incompetent at the time of this application or for five years prior to application, or have not been committed to a mental health facility, as defined in section 632.005 or a similar institution located in another state or that my release or discharge from a facility in this state pursuant to chapter 632, or a similar discharge from a facility in another state, occurred more than five years ago without subsequent re-commitment;
      • I have received firearms safety training that meets the standards of applicant firearms safety training defined in section 1 or 2 of section571.1111, RSMo; and
      • I, to the best of my knowledge and belief, am not a respondent of a valid full order of protection that is still in effect.

 STEPS TO OBTAIN A NEW CONCEALED CARRY PERMIT

      • Applicant must complete the application process.
      • Applicant will then be fingerprinted, a request for a criminal background check will be done at the state level and fingerprints will be forwarded to the FBI for a national criminal history record check.
      • Applicants with no disqualifying information will then return to the Sheriff's office for completion of the application and issuance of the permit.

 APPLICATION PROCESS TO OBTAIN A NEW CONCEALED CARRY PERMIT

PROOF OF FIREARM SAFETY TRAINING

  • certificate of firearms safety training course completion, signed by a qualified firearms safety instructor, or
  • certificate that shows the applicant completed a firearms safety course given by or under the supervision of any state, county, municipal, or federal law enforcement agency, or
  • Is a qualified firearms safety instructor, or
  • proof that the applicant currently holds any type of valid peace officer license issued under the requirements of chapter 590, or
  • proof that the applicant is currently allowed to carry firearms in accordance with the certification requirements of section 217.710 (Depart. of Corrections), or
  • proof that the applicant is currently certified as any class of corrections officer by the Missouri Department of Corrections and has passed at least one eight (8) hour firearms training course, approved by the Director of the Department of Corrections that includes instruction on the justifiable use of force as prescribed in Chapter 563, or
  • certificate of firearms safety training course completion that was issued on August 27, 2011, or earlier so long as the certificate met the requirements of this section that were in effect on the date it was issued.

PERSONAL IDENTIFICATION

  • Missouri driver's license or
  • Missouri non-driver's license or
  • Military identification and order showing the person being stationed in Missouri
  • DD-214 Military Discharge Form

APPLICATION FEE

  • $100.00 Cash or Money Order paid to the order of the Clinton County Sheriff's Revolving Fund, NO personal checks or credit/debit cards.

RENEWAL OF A CONCEALED CARRY PERMIT

PRESENT THE FOLLOWING:

PERSONAL IDENTIFICATION

  • Current Concealed Carry Permit
  • Fee of $50.00 Cash or Money Order only (paid to the order of the Clinton County Sheriff's Revolving Fund), NO personal checks or credit/debit cards, if renewed within the expiration month, an additional charge of $10.00 per month past the expiration month, if expired more than 6 months you must complete a new application.

CHANGE OF ADDRESS ON A CONCEALED CARRY PERMIT

Permit and endorsement holders shall notify the sheriff of the new jurisdictions within thirty (30) days of the changing of a permanent residence. (No Fee if an address change is within Clinton County.)

PROOF OF RESIDENCE

  • Proof of residence must indicate the holder's name and new physical address.
  • Fee of $10.00 Cash or Money Order only (paid to the order of the Clinton County Sheriff's Revolving Fund), NO personal checks or credit/debit cards, if paid within thirty (30) days, an additional charge of $10.00 per month up to 6 months, invalid after 180 days.

LOST OR DESTROYED PERMITS

Permit and endorsement holders shall notify the Sheriff within seven (7) days of actual knowledge of the loss or destruction of the permit.

  • Fee of $10.00 Cash or Money Order only (paid to the order of the Clinton County Sheriff's Revolving Fund), NO personal checks or credit/debit cards.

NAME CHANGES

Permit and endorsement holders shall notify and furnish proof to the Sheriff within thirty (30) days of the changing name.

OUT OF STATE PERMIT TRANSFER

Out of state permits do not transfer. However, if both your instructor and the course you were taught meet Missouri requirements, you do not have to take the training in Missouri. You will need a certificate of firearms safety training course completion that meets Missouri requirements and that is signed by an instructor that meets Missouri requirements.
